Michigan’s emergency services are entering a new era. In January 2025, the Michigan Department of Health and Human Services (MDHHS) selected First Due as the new state-provided electronic Patient Care Reporting (ePCR) vendor. This transition represents a significant step forward in how EMS data will be captured, managed, and used across the state.

Agencies will now have access to a modern, cloud-native ePCR solution that supports streamlined reporting, improved data quality, and more efficient documentation. Here's what this means for you.

Why First Due?

Michigan’s decision reflects a growing recognition that legacy ePCR systems have become outdated. Previously, the state relied on a vendor used by over 45 states for the last two decades. First Due offers a new path forward with:

  • A true cloud-based platform
  • Configurable, all-in-one functionality
  • Rapid deployment of updates, including Schematron changes
  • An interface designed to support both EMS operations and future innovation

The selection also followed First Due’s commitment to understanding Michigan’s specific needs and delivering a tailored solution for agencies of all types.

A Strategic Shift: Decoupling the Repository and ePCR

One of the most impactful elements of Michigan’s decision is the separation of the ePCR software from the state repository. This strategic move allows EMS agencies to choose the best solution for their operations while ensuring consistent and efficient data collection for the state.

This shift is intended to improve data quality, reduce data loss, and modernize how EMS data is managed—setting a precedent for other states to follow.

Transition Timeline

  • All agencies currently using Michigan’s state-provided ePCR must complete their transition to First Due by September 2025.
  • The state and First Due are actively configuring the statewide system to prepare for agency onboarding.
  • Once configuration is complete, agencies will be able to join onboarding groups, attend webinars, and access training resources provided by the state.

What Agencies Should Do Now

If your agency is currently using the state-provided ePCR platform, you should connect with the Michigan EMS office to receive updates on the transition process and get ready for onboarding this summer. Early engagement will help ensure a smooth migration and give your team time to adapt to the new system.

More Than Just ePCR

While the statewide implementation focuses on ePCR, the First Due platform includes powerful capabilities that go beyond patient care reporting. Agencies can take advantage of a broader suite of tools that improve efficiency, transparency, and service delivery.

Additional Capabilities to Consider:

  • Health & Wellness Tracking – Support provider safety and long-term resilience through integrated wellness tools

These tools bring together functions that were not previously available under Michigan’s legacy system, allowing agencies to operate more effectively within a unified platform.

Looking Ahead

Michigan’s selection of First Due marks a major step forward in modernizing EMS operations across the state. With advanced reporting, secure cloud infrastructure, and a comprehensive feature set, First Due empowers agencies to meet today’s demands while preparing for the future.
